Seoul to disallow unregistered institutions to attract foreign patientsLicensed organizations need to renew registration

Medical institutions that have attracted foreign patients won’t be able to do so unless they renew registration until June 22, the Ministry of Health and Welfare said Tuesday.

Under the “Act on support for overseas expansion of healthcare system and attraction of international patients,” organizations wanting to attract foreign patients should complete the renewal of registration by June 22, the ministry said.

The ministry introduced the registration system in 2009 to enhance the trust in the nation’s healthcare system and reinvigorate the attraction of international patients by guaranteeing the latter’s rights and safety.

The “Act on medical institutions’ overseas advance,” which went into effect last June, added a provision obligating medical institutions to take out a medical malpractice liability insurance policy or accede to Korea Medical Association Medical Indemnity Mutuals to strengthen the remedy of damages on foreign patients. All institutions also have to renew their registration every three years.

Attracting international patients include all medical activities, such as providing consultation or taking reservation of treatment, providing treatment information for foreign patients through foreign-language websites, or providing conveniences, including visa issuance, transport, and accommodation.

If these institutions fail to renew registration by June 22, the ministry will nullify their registrations, and if the unregistered organizations attract foreign patients, will slap penalties – up to three years in prison or 30 million won ($26,800) in fines. They can renew registration in the Medical Korea 메디컬코리아 website of Korea Health Industry Development Institute한국보건산업진흥원 (KHIDI).
