President Moon stresses importance of reasonable medical costs

President Moon Jae-in emphasized the need for reasonable medical costs in order to successfully carry out so-called “Moon Jae-in care,” a plan to radically expand the national health insurance.

Moon’s comment came at a briefing by the Ministry of Health and Welfare (MOHW)보건복지부 on its plan to enhance the health insurance coverage on Thursday.

“In the briefing, we reported measures to change the insurance coverage of medical costs from the equipment and facility-based system to a human-centered one that concentrates on human values such as consultation, caring and surgery,” said Kim Kang-lip김강립, the director at Healthcare Policy Office of the ministry.

“Moon said setting up reasonable medical costs should be accompanied to make such measures successful.”

Kim said in response to Moon’s comment, the minister of health and welfare said he would push for the change to focus more on human values.

Kim also said such change in the system will help resolve the issue of overcrowding at large hospitals in the Metropolitan area, which could possibly be caused by the ‘Moon Jae-in care.’

The ministry’s briefing did not include detailed plans how many jobs in which posts will be created in the government’s plan to secure 100,000 jobs in the healthcare industry.

“We need additional analysis and discussion with the medical industry. But we think the job creation will be possible, besides the natural increase,” Kim said.

Kim noted that working system in three shifts was a big hurdle in job creation.

“We have discussed how to create good working conditions,” said Kim, expressed his willingness to solve the problem.

Policies to increase jobs in the healthcare area include the introduction of a model of chronic disease management in local clinics, the expansion of hospice from terminally ill cancer patients only to those with other diseases such as Acquired Immune Deficiency Syndrome(AIDS), Chronic Obstructive Respiratory Disease (CORD) and chronic hepatocirrhosis.

Others include introduction of household and advisory hospice and enhancement of the healthcare industry.

Regarding the enhancement of the healthcare industry, the ministry said it would set a comprehensive plan for pharmaceutical, medical equipment and cosmetics industries by December and build a public vaccine development support center by 2020.
